Dallas Cowboys executive vice president Stephen Jones talked to reporters at the NFL Scouting Combine in Indianapolis and although most questions focused on the direction of the team, he tipped off the league's plans regarding a controversial rule:

You know the one. You've likely discussed it with your family and friends in multiple occasion. Under the current rules, if an offense fumbles the ball and it goes out of bounds through the opponent's end zone, then the ball goes to the opponent, who starts its possession at the 20-yard line.
Every single time this takes place on the gridiron, the discourse gets way too loud. Some believe it's the worst rule in football and that the punishment is too harsh on the offense, arguing that it shouldn't be treated differently than any other fumble. Meanwhile, others are at peace with the rule and argue that when you're near the end zone, you take extra care of the football. Period.
Well, the NFL looked at potentially changing the rule this offseason… for a very brief period of time. According to Dallas Morning News' Michael Gehlken, Jones revealed discussions of a rule change "died."
Perhaps some year the Competition Committee will circle back on this item for now, fumbles-to-touchbacks are still a thing. The way I view it, this is the right way to go as none of the alternatives seem to be more fair than this one. It should be hard to get into the end zone. Offenses already get the DPIs on underthrown passes and roughing the passer calls in picky plays.
