Yes, the Raiders have a lot of work to do before they make the playoffs. They have a lot more work to do on defense, especially. However, their offense could be elite. And I'm not the only one. The only thing seemingly standing in their way this go around is their quarterback situation and Josh McDaniels himself.
But, the one reason their pass-catching core is ranked so highly by one NFL analyst is because of Davante Adams and a few others. However, ranking them as the seventh-best pass-catching corps may be too high for a few reasons. First, here is what Trevor Sikkema of PFF thinks about the Raiders in 2023:
7. LAS VEGAS RAIDERS Davante Adams has the highest receiving grade in the league over the last three seasons at 94.2, and he is the primary reason why the Raiders slot in here at No. 8. Darren Waller's recent departure brings the unit's ceiling down, but Hunter Renfrow is still a very good slot player, and Josh Jacobs has good receiving ability out of the backfield. Throw in tight ends Austin Hooper and Michael Mayer and the signing of Jakobi Meyers, and it's a very solid group.
First of all, sure, the Raiders have the best receiver in the league, and that is great, but they also lost quite a bit. Even with the injuries, Darren Waller was still a top tight end in this league. However, he didn't see eye-to-eye with McDaniels.
They lost Waller and replaced him with a rookie. Michael Mayer could be amazing, but we don't know that yet. I get they have the best running back from 2022 in Josh Jacobs, but he could be a better pass catcher at his position. Did he improve? Of course. But I wouldn't call him elite in that area.
The Jakobi Meyers move makes a ton of sense because of the offensive system, but what he did last season was on an offense with no true WR1 like the Raiders have in Davante Adams. There is so much unknown to say this team is seventh-best in that particular area.
