There are plenty of storylines to follow as the offseason and "preseason" portions are approaching. For the Raiders specifically, there is a ton. Of course, the whole Jimmy Garoppolo saga is crazy in itself, in the fact we don't know if he will ever play for the Raiders, let alone Week 1. He likely won't be at training camp for the majority of it.
We also know one other really important player who won't be at training camp when it starts – star running back Josh Jacobs.
According to Adam Schefter of ESPN, running back Josh Jacobs and the Raiders failed to reach an agreement on the franchise tag, in which the deadline to do so was Monday.
The Raiders offered Jacobs the franchise tag of around $11 million for one more year on the tag. Jacobs, who is 25 and plays one of the most physically demanding positions, wants more after having a career year in 2022.
It's possible we don't see him at all in 2023. That's why it's making the NFL news cycle, as it landed on a top-five list A to Z Sports put together. Here is what Evan Winter wrote in his "Five NFL preseason storylines to know before training camp" list:

Neither player signed their franchise tag by the time Monday's deadline rolled around, which now means they can hold out all the way up until the Tuesday after Week 10. Or during the entire season if they desire to do so.
Both have been pretty steadfast in their adamance toward the situation. Usually, this stuff is resolved before training camp. But as we saw with Jessie Bates and the Cincinnati Bengals last year, it can last into the preseason. And to a greater extent, they can hold out for the entire season as Le'Veon Bell did in 2018.
These guys are key assets on their respective offenses, so both units will certainly take a step back if neither plays in 2023. Add in the facts the New York Giants are trying to build off their playoff run, and the Las Vegas Raiders are simply trying to stay above water, and it's easy to see why this situation is one to monitor. – Evan Winter, A to Z Sports
Two of the best running backs in the league are holding out because they won't get paid enough for the high demand they are put through every year as running back. All Jacobs wants is to play in Las Vegas long-term, yet, he and the Raiders can't come to an agreement.
Once again, the Raiders drama is taking over every aspect of the offseason. Then again, would it really be a Raiders' offseason if it wasn't that way?
