That's because the NFL limits teams to 46 active players on game day.

Observations:

After starting defensive lineman Larry Ogunjobi was limited in practice all week and listed as questionable coming into today's game, it's good to see him off the report and officially suited to go, per ESPN's Jeremy Fowler.

No Gunner is surprising, but King still needs time to acclimate to Pittsburgh before suiting up.
