Steelers Players Blast Art Rooney in NFLPA Report Card
Owner Art Rooney II’s average rating for perceived willingness to invest in the facilities is 6.00 out of 10 from the Steelers players, a ranking of 30 out of 32 owners in the league. The players feel that Rooney slightly contributes to a positive team culture, a rank of 25 out of 32. The players feel that Rooney is committed to building a competitive team, a rank of 22 of the 32 NFL owners.

Those comments earned Steelers ownership a D grade, and an overall total of 28th out of 32 ownership groups in the league, A damning report, it would be one thing if this was something new in Pittsburgh, but Rooney incurred similar findings in last year's poll of players.

Look, anyone with half a brain knows that Art Rooney is cheap. The Steelers employ one of the smallest coaching staffs in the league, are behind in terms of their adoption of analytics, and still share a facility with the Pitt Panthers for crying out loud.
Only recently have they become more active in free agency, and even then, when they signed Patrick Queen to the richest free agent deal in franchise history last year, it was for a total valuation of $41m. That's less than what more than a handful of QBs make in one season.
So yea, his players are probably fed up with outdated facilities and an unwillingness to spend the extra money that other teams do despite the fact they all receive the same revenue checks and the Steelers are one of the biggest brands in all of sport, much less the NFL.
