Just like the main roster, the practice squad has a player limit as well. Each team can only allow 16 players on the practice squad unless you have an International Pathway Program player on the team, then they don't count towards your practice squad numbers. For the Raiders, they have David Agoha, an IPP player. So, they have 15 players on the practice squad but still have two spots open.
The practice squad will likely be filled before Week 1 against the Los Angeles Chargers, so, they still have a few boxes to tick before we get there.
The Raiders need to add some more depth on the offensive line to their practice squad. They specifically need one more tackle, and I'd recommend they bring back Andrew Coker, the UDFA tackle from TCU. I'd also add some more DT depth, as they have two DEs and one DT. I would say bring Byron Young back, but he was claimed on waivers by the Philadelphia Eagles.
The Raiders can always improve their practice squad, and they will.
