The Indianapolis Colts attempted to significantly change the NFL rules with their recent rule change submission.
But it's not looking likely that it will come to fruition.
The Colts submitted a rule change that would allow teams the opportunity to challenge any flag thrown in the final two minutes. Many believed this submission stemmed from the team's belief that they had a win stolen from them last season vs. the Cleveland Browns. But after not being able to gain much momentum around the league, the Colts elected to rescind their rule submission altogether.
Over the last couple of years, the league has made it clear they want to keep game playtimes down to keep the product as desirable as possible. If Colt's rule submission went through, it would undoubtedly increase game time, with officials already using replay more frequently in the final two minutes.
I do believe there needs to be a better system in place to allow teams to hold officials accountable when their poor work causes the outcomes of games to come into question. But it looks like something as extreme as what the Colts tried for this offseason isn't going to be entertained.
