They traded pro-bowl tight end Darren Waller, they cut long-time starter Derek Carr, and they lost a former top-five overall pick in Clelin Ferrell, as he signed with the San Francisco 49ers.
To replace Derek Carr, they signed Jimmy Garoppolo. Garroppolo was once heralded as the franchise-saving signal caller, but McDaniels quickly came out and said he doesn't affect their draft plans.
Their plan was to pick the best player available.

Has their strategy changed?
According to this article by Vincent Bonsignore, it very well might have.
Bonsignore mentions that the Raiders haven't ruled out trading up to get their preferred target.
This is very important because it is very plausible that all four of the big names QBs in Bryce Young, CJ Stroud, Will Levis, and Anthony Richardson are off the board by pick five.
That would leave the Raiders with Hendon Hooker and Tanner McKee to choose from. They are both fine players, but they should not be discussed in the top half of round one.
The Raiders enter the draft with 12 picks, so they have the capital to move around. It just becomes a matter of are they willing to do it.
