One of the Tennessee Vols' top in-state recruiting targets is 2024 four-star safety Boo Carter.

Carter, 5-foot-10/184 lbs from Chattanooga, TN, is rated in 247Sports' composite rankings as the No. 32 athlete in the nation and the No. 5 player in the state of Tennessee. He's also rated as the No. 270 overall player in the 2024 recruiting class.

National recruiting analyst Mike Farrell, formerly of Rivals.com, suggested on Monday that Carter is all but committed to Tennessee.

"2024 ATH Boo Carterfrom Chatanooga is as close to a Tennessee commit as they get without announcing it. At least this is what I’m told," wrote Farrell.

Interestingly, Vols head coach Josh Heupel was in the Chattanooga area recruiting on Monday.

Carter is certainly a player the Vols hope to land. Not only is he an in-state kid, but he's a talented player at a big position of need for Tennessee.

And he recently received rave reviews for his performance at the Battle Miami 7-on-7 tournament.

We only got to see Carter in one game on Sunday after a Friday night basketball game held him out of Saturday’s pool play, but his performance was still good enough to earn him a spot on this list as he looked like a natural on the backend for NPA Dream Team. Not only did Carter pick off a pass, but he flashed elite closing speed from his safety position and took sharp angles. Stock up.

It sounds like the Vols are in a great spot for Carter, but they still have a long way to go before closing the deal in this recruiting battle.
