The Green Bay Packers are taking full advantage of new NFL rules, creating more flexibility ahead of the playoff game against the Philadelphia Eagles. On Saturday, the Packers promoted quarterback Sean Clifford to the active 53-man roster.

This is not an elevation, it's a full promotion to the active roster. With that, the Packers will be able to declare Clifford as inactive on gameday, but list him as the emergency third quarterback.

Both quarterbacks on the roster, Jordan Love and Malik Willis, suffered injuries against the Chicago Bears last week. Love hurt his elbow and left the game, while Willis had a thumb injury. Love and Willis are both good to go and cleared to play, but Clifford gives them more security to avoid a catastrophic scenario of an emergency player having to play at QB.

Sean Clifford was active for two regular season games, against the Indianapolis Colts and Tennessee Titans in Weeks 2 and 3, when Love had a knee injury. Clifford was Malik Willis' backup, but didn't play any snaps. As a rookie in 2023, Clifford was Jordan Love's immediate backup and played 13 total snaps, completing a lone attempt for a 37-yard pass against the Minnesota Vikings in Week 16.

A fifth-round pick in 2023, Sean Clifford lost space this season after struggling in training camp and preseason in a quarterback competition with seventh-round rookie Michael Pratt. Both ended up waived after the Packers acquired Willis from the Tennessee Titans, but the Packers decided to bring Clifford back on the practice squad.

No necessary corresponding move

Sean Clifford's promotion to the 53-man roster is particularly smart because the Packers don't need any other corresponding move to open the roster spot. Green Bay had already had an open spot since placing cornerback Jaire Alexander on injured reserve last week.

Wide receiver Christian Watson is also out for the season with a torn ACL, but the Packers haven't placed him on IR yet — which they will only do if they need another roster spot.

No elevations

This week, the Packers didn't make any gameday elevations from the practice squad. Last week, for example, the team had elevated safety Omar Brown and linebacker Michael Barrett.

This is a good indication that Evan Williams and Quay Walker will be available against the Eagles.

In the playoffs, there's no limit of elevations per player, even though each team can only elevate two players per game.
