Inactives observations
Greenlaw's absence means he will carry on an unfortunate streak. The 2019 fifth-round pick has not gone a regular season without missing a game since his rookie year.
Oren Burks, the 49ers' starter at SAM linebacker on base downs, will shift into an every-down role alongside All-Pro Fred Warner. Burks has made an impressive start to 2023 and is Pro Football Focus' top-rated linebacker in overall grade and in coverage grade.
With rookie Jalen Graham inactive as he has been for the entirety of the season, there are several candidates to step into Burks' role on the strong side in base downs. Curtis Robinson was elevated from the practice squad on Saturday, while Demetrius Flannigan-Fowles and rookie Dee Winters are also active.
Elijah Mitchell returns for the 49ers after missing the last two games with a knee injury. Tyrion Davis-Price is inactive as a result. Mitchell, though, may not see all of the running back work when Christian McCaffrey is off the field, Jordan Mason catching the eye with 69 yards and a touchdown last week in the blowout of the Dallas Cowboys.
Offensive lineman Nick Zakelj is active for the first time this season, with veteran tackle Matt Pryor missing out.
