With the first big wave of free agency having come and gone, we can assess and grade the Bills' moves, and pinpoint what they could mean for the team going forward.
Re-signing DE A.J. Epenesa
Few expected Epenesa to come back to Buffalo, but it's great that he did. The Bills signed their 2020 draft pick to a two-year, $12 million deal, which is fair money, and perhaps even somewhat of a hometown discount for the Bills. That said, Buffalo will need Epenesa to have a larger role with Leonard Floyd now gone.
Final Grade: A
Signing WR Curtis Samuel
Samuel doesn't fill the Bills' need for a perimeter receiver. I imagine he'll be used in a similar fashion to Deebo Samuel of the 49ers. He'll be a slot guy, he'll line up in the backfield, and while he can be put on the outside, that won't be his predominant role. Regardless, he has 60+ catches in each of the last two seasons, and could be a fun weapon for the offense.

Re-signing DT DaQuan Jones
Jones missed a lot of time with injury last season, but is an undeniable difference-maker when on the field. The Bills brought the 32 year-old back on a two-year deal, and having him next to Ed Oliver will be a welcome sight for Bills fans.
Final Grade: B+
Signing QB Mitch Trubisky
Trubisky spent a year behind Josh Allen in 2021 as the backup, so bringing in a familiar face as the No. 2 quarterback is a fine move.
Final Grade: C+
Signing DT Austin Johnson
Johnson and Da'Quan Jones were teammates in Tennessee, and Jones posted his pleasure of having Johnson join him in Buffalo. He'll provide the Bills with solid defensive line depth, and is a guy who has appeared in all 17 games in two of the last three seasons.
Final Grade: B-
Re-signing CB Cam Lewis
Lewis gives the Bills a solid depth option at cornerback, as well as a defensive back who provides support against the run. He was credited with five defensive stops in 2023 on 146 defensive snaps, so he isn't afraid to get his hands dirty.
Final Grade: C+
Signing LB Nicholas Morrow
The Bills dealt with injuries to both Matt Milano and Terrel Bernard last season, and lost Tyrel Dodson to the Seahawks. Morrow started 12 games for the Eagles last season, is a veteran journeyman that will be a fine rotational piece.

Signing WR Mack Hollins
Hollins is a depth receiver that can run block. He had 18 catches last season- don't expect him to be anything more than a very specific role player.

Signing C Will Clapp
Clapp gives the Bills a very good depth interior offensive lineman that can play center and guard. It's not a sexy move, but it's a good one

Signing S Mike Edwards
The money is still unknown for Edwards' deal, and it doesn't completely cross off safety as a need, but it gives them a proven veteran, which they needed.

Signing DE Casey Toohill
Toohill had five sacks in 16 games last season. Having him as a rotational defensive end behind Greg Rousseau and Epenesa, as well as Von Miller, gives the Bills a very solid pass rush.

Re-signing RB Ty Johnson
Good things seemed to happen frequently whenever Ty Johnson touched the football in 2023. While his touches were few and far between, he had a success rate north of 63 percent when he carried the ball. He'll be the predominant back behind James Cook.

While the moves the Bills have made have all largely been positive, it's the moves they haven't made that leave me a little worried. As I've pointed out before, I would like to see them get more aggressive to get another perimeter receiver, as well as another safety (Julian Blackman is still available). So, all of their depth signings, as well as bringing back a handful of their own players have been net positives, they must do more.
