Observations:

With Pickett officially listed as inactive, the Steelers safeguard themselves against any potential QB controversy. 

Had Pickett been active and the backup, it would have proved that he was healthy enough to play, meaning Pittsburgh basically benched him for Rudolph. 

But the move is also risky because it means that if Rudolph struggles in a must-win game, Pittsburgh has no one to turn to with their season on the line.
