In years past, the Indianapolis Colts have been one of the quieter teams in the NFL during free agency.
Many fans have criticized the team's roster-building tragedy, especially since the team has missed the playoffs in each of the last four seasons. So, the team's offseason philosophy obviously hasn't been working. Chris Ballard was open about the fact that he made a mistake last offseason, bringing back all of their notable in-house free agents and not using free agency to upgrade their roster. Words are cheap, though; actions speak louder.
