Gerry Dulac of the Pittsburgh Post-Gazette was the first on the report, and he included the fact that this wasn't a decision from Mike Tomlin, or even GM Omar Khan, rather it was from the top:

It appears the Browns' game was the straw that broke the camels' back in this scenario after a stellar defensive performance that allocated only 10 points from the Browns through nearly four quarters and still resulted in a loss.
Per Tom Pelissero of NFL media, RB coach Eddie Faulkner will take over as OC, while QB Coach Mike Sullivan will be calling plays.
