Packers make a telling quarterback move involving a player Brian Gutekunst clearly believes in
Cam Miller, a two-time FCS national champion at North Dakota State, joins Green Bay after Miami waived him during final roster cuts on Aug. 30.
The Green Bay Packers made a roster move, signing quarterback Cam Miller to their practice squad. Miller, a former North Dakota State quarterback, comes to Green Bay after the Miami Dolphins waived him on Aug. 30 as part of their final roster cuts. He had already worked out for the Packers in September, a clear indication that general manager Brian Gutekunst likes him.
The Las Vegas Raiders drafted Miller in the sixth round last year. He didn’t make the 53-man roster in Las Vegas and spent his rookie season on the Raiders’ practice squad. In January, the Dolphins signed him off the Raiders’ practice squad, but his stay in Miami ended after training camp.
A familiar connection
Miller’s time in Miami has a Green Bay angle. He spent the offseason working under Jon-Eric Sullivan and Jeff Hafley, the brain trust in Miami. Both have deep roots with the Packers.
Sullivan spent a long time as a front office executive in Green Bay and is now the Dolphins’ general manager. Hafley was the Packers’ defensive coordinator before becoming Miami’s head coach. Those two had an extended look at Miller this offseason, and that type of familiarity tends to travel between front offices.
The evaluation in Miami didn’t go well for the young quarterback, though. Miller hasn’t played regular season snaps yet, and his preseason performance was questionable at best. In three preseason games with the Dolphins, he completed 16-of-38 passes (42.1%) for 107 yards, with no touchdown passes and two interceptions.
The advanced numbers paint a similar picture. According to PFF, Miller had a 2.6% big-time throw rate and a 10.4% turnover-worthy play rate in the 2026 preseason. He posted an average depth of target of 10.3 yards and a passer rating of 33.9.
That wasn’t good enough for Miami, and it prompted the Dolphins to trade a sixth-round pick to the Packers to acquire Kyle McCord, Green Bay’s third-string quarterback during the preseason.
Quarterback room outlook
Before signing Miller, the Packers had three quarterbacks. Jordan Love and Tyrod Taylor are on the 53-man roster, while Kedon Slovis is on the practice squad.
It’s unclear whether Green Bay will keep both developmental quarterbacks on the practice squad or if Slovis will be released to make room. Either way, the Packers decided to add another body at the position after losing McCord in the trade with Miami ahead of the regular season.
Miller is a 25-year-old quarterback in his second NFL season. He’s listed at 6-foot-1, 210 pounds.
His college résumé is strong. Miller won FCS national championships at North Dakota State in 2021 and 2024. He became a starter in 2021, when he started eight of the 13 games in which he appeared, and then held the full-time starting job over his final three seasons at NDSU.
For a practice squad quarterback, the Packers are mostly looking for someone who can run the scout team, absorb Matt LaFleur’s system, and potentially develop over time.
